Yes indeed.
Sometimes we also reach out to candidates who show early signs of excellent potential, just might need a bit of time, "ripening", before we could accept their application. This of course means that they still would need to be eligible to apply, i.e. within 6 months of graduation (final exam date).
If someone is re-applying, the information we look for is that the applicant improved their application material significantly so that we would change our minds. The improvement should be beyond the basic edit of the written material (rephrasing sentences, running spell check, updating resume, and the alike, as these are a must). It is recommended that candidates clearly focus on a certain field, or synthetize their goals in addition to perhaps gaining more relevant professional experience.
In such cases we will physically compare their application packets, mark edits/improvements, and our first question at the interview will be asking about what changed since the first application.
